Comprehensive Community Development Plans

• OKANAGAN FALLS (1988)
Sussex developed growth scenarios, identified locations for growth, identified
the capital costs needed to permit growth to occur, and measured the property
tax impacts of each scenario. Sussex built a growth impact computer model
for local use, and managed engineering subconsultants on this project.

• NORTH SAANICH (1995)
Sussex estimated the fiscal impacts of various community development options
as part of an Official Community Plan review. Ten-year budget and tax
projections are being made for each option.
• LAKE COWICHAN (1994)
Sussex prepared the municipal finance projections for a comprehensive
community plan for the Village of Lake Cowichan, including a computer
model developed for the village's use.
• VIEW ROYAL (1989)
Sussex projected the municipal revenues and spending patterns for the
future, and developed a municipal finance computer model to analyze the
impacts of various growth rates in this new municipality. The model included
development cost charge calculations and phased capital spending programs.
• COLWOOD (1987)
Sussex created an in-house computer program for Colwood to use in assessing
the financial impacts of its comprehensive planning for commercial core
beautification. Sussex managed specialist subconsultants for planning
and engineering aspects of this project. The study combined land use planning
principles, development and servicing economics, and financial planning.
• SQUAMISH (1994)
Sussex prepared the municipal finance projections for a comprehensive
community plan for the Cheekye area of Squamish, including an option for
1700 dwellings. Sussex developed a fiscal impact computer model for the
district's use.
• DELTA (1994)
Sussex developed financial projections in conjunction with the North Delta
area plan, using a computer model for multi-year estimates of the tax
base and budgets impacts of development.

• CRANBROOK (1998-99)
Sussex prepared a comprehensive report on community growth, servicing,
and financial projections of the City of Cranbrook. Specialist subconsultants Kerr Wood Leidal Associates and Qu'west Consulting
contributed information on land development capacity and infrastructure costs.
• ELK VALLEY (1995-96)
Sussex examined the financial and fiscal structure of the three Elk Valley
municipalities (Sparwood, Elkford and Fernie) to determine the future
tax and the reliance on shared mine taxes.
