Who We Are
Tom Reid, BA, MBA, is president of Sussex Consultants Ltd. He specializes in local government restructure studies and municipal finance studies. His approach recognizes that policies for managing an uncertain future should consider multiple, related issues like who sets community goals, who has decision authority for community policies and services, what these services cost, and who bears the costs.
He has undertaken more municipal incorporation studies than any other consultant in BC. Samples of his work include the Comox Valley, Sicamous, Clearwater, Westbank, Bowen Island, the UBC area, Highlands (outside Victoria), Okanagan Landing, Chetwynd, Okanagan Falls, Lake Country (Winfield-Oyama), Lake Cowichan, Lake Windermere, Salt Spring Island, Wells, Canal Flats, and Gabriola Island.
A sampling of communities in which Mr. Reid has conducted financial planning examinations includes Cranbrook, Delta, Squamish, Lake Cowichan, Fort St John, Colwood, Cassiar, Northwest Territories, New Westminster, Chetwynd, Whistler, North Vancouver District, Elkford, Sparwood, Ashcroft, Cache Creek, Logan Lake, Merritt, Fernie, and View Royal.
Past assignments also include:
• Serving as an advisor to the Special Commission on the Conservation
and Protection of Greater Victoria's Water Supply;
• Developing a model for the long-term analysis of development cost
charges in Squamish;
• Preparing a financial analysis of the impacts of long term growth
in Cranbrook;
• Reviewing local governance models for the Silver Star ski resort
near Vernon;
• Serving as an advisor to the Tsawwassen First Nations agreement
process with the provincial negotiating
team; and,
• Serving as an advisor to the province on Northeast BC taxation
policies.
